If you're flying Emirates in a premium cabin, then you'll have access to the Emirates lounges based on the class of service for your departing flight. Emirate's has lounges in both of the concourses at T3 and they're huge.

For hotels in Dubai - do you just have an overnight layover or are you spending a few days there? I like to stay near the airport if its an overnight layover (I found the Hyatt Regency Dubai Creek Heights to be new, spacious and comfortable). Otherwise, SPG has several properties throughout the city, notably two St Regis hotels, a W and a Westin.

If you're 300k points are with Amex MR, there's not a decent hotel transfer partner though so you may want to look into a paid stay.
