Does flight number change count as "cancellation"?

    I have an upcoming ticket on United that I'm going to call in to cancel. They've already given me an option for travel voucher, which I'm OK with, but I'm wondering if I could push for a refund per DOT regulations (I am aware of the current practice by United for not refunding anything at all so maybe a moot battle anyway).

    The ticket is a 2-leg domestic itinerary. So far, nothing has changed, including all the departure and arrival times except for the operator of the regional jet on the first leg. With this change, they also made a change to the flight number. My question is - does this count as flight cancellation? I feel like the order of event must have been first cancelling the original flight with the original flight number, followed by addition of the current flight with the new flight number.

    What are you guys' thoughts?

    No, I don't think it counts. I often buy tickets for travel several months in advance and it's not uncommon at all for flight numbers to change, even on mainline UA/AA/DL flights. Happens most often when they do their quarterly schedule adjustments but also in cases like yours where the regional carrier changes. In normal circumstances they're still getting you from A to B at the same time so the changing of the flight number wouldn't count as a cancellation IMO.
