Airline's can only access a partner's saver level award space. There's really no way to book the UA flight using Amex or Citi, unless UA makes award space available at the saver level.

You can use the Amex or Citi travel portals to book space and you'd actually earn points for the flight. However, depending on how much your flight costs it may cost quite a lot of miles.
